Low-income, Single Parent Family Selection Criteria (General Criteria)

Single parent family: Families with either a single mother or a single father

  • A mother or father, who is the head of the household, and a person raising a child under the age of 18 (under the age of 22 if still in school) who meet the following conditions
  • A widow or widower, divorcee (excl. individuals currently undergoing divorce proceedings), or an individual who has been abandoned by her/his spouse
  • An individual whose spouse has lost the ability to work due to a mental or physical disability for 6 months or longer
  • Unmarried mother or father (excl. those in de facto marriages)
  • An individual whose spouse is missing
  • An individual who has run away from his/her spouse or in-laws due to domestic abuse, etc.
  • A mother who cannot be supported by her husband, as he is serving in the military
  • An individual who cannot be supposed by his/her spouse, who is in prison
  • A foreigner who is residing in Korea (registered as a foreigner in accordance with Article 31 of the Immigration Act), married a citizen of the Republic of Korea with whom he/she is raising a child with Korean citizenship, and meets one of the above criteria

Families with a grandparent as the head of the family

  • family in which the grandfather and/of the grandmother is raising a child under the age of 18 (under the age of 22 if still in school), who cannot be supported by his/her parent due to any of the following reasons
  • The child’s parents are missing
  • The child cannot be supported by his/her parents as they have lost the ability to work due to a mental or physical disability for 6 months or longer
  • The child cannot be supported by his/her parents as they are in prison
  • The child cannot be supported by his/her parents because they have divorced or they have abandoned him/her
  • The child cannot be supported by his/her parents because he/she ran away from home due to troubles between the parents
  • The child cannot be supported by his/her parents because they have been in economic troubles due to unemployment, etc. for a long time

Single youth parent

  • A single parent family where the mother or the father is under the age of 24

Calculation Method for Acknowledged Income

  • The same rules apply as the calculation method for the Basic Living Security System
  • Base amount of assets
    • Major cities: 54 million won, small and medium-sized cities: 34 million won, farming/fishing villages: 29 million won
  • Income conversion rate
    • General assets: 4.17%, financial assets: 6.26%
    • Car: 100% (one 2,000cc displacement car used by a disabled person is excluded from the asset calculation)
    • 50% deduction on a car that is used as the direct means to earn a living

Application procedure

  • Receive consultation services and submit your application form at the eup, myeon, dong community center of the area of your registered residence
  • Eligible individuals are selected by the Women and Child Care Department after a review is conducted by the Integrated Investigation Management Department of the Resident Living Support Division

Details of the support

  • Childcare subsidy: Children under the age of 12 in low-income single parent families
    • 100,000 won per month per child (paid on the 20th of every month)
  • Middle and high school student support (school supply costs – state fund): Middle and high school students in low-income single parent families
    • 50,000 won per year per child (paid in March)
  • Tuition fee support: High school students in low-income single parent families
    • Full assistance for the school registration and tuition fees for each child (paid to the school every quarter)
  • Living stability support (school supply costs): Elementary, middle and high school students in low-income single parent families
    • 200,000 won for an elementary school student, 300,000 won for a middle school student and 400,000 won for a high school student per year (half paid in March and the other half in October)
  • Living stability support (for winter): Low-income single parent families
    • 300,000 won per year per household (paid in October)
